  3. Just to let you know, he’s a stupid, he can’t even use a simple VPN to hide his IP, there is no VPN service in Dubai and we’ve found his direct IP address.
  4. I’ve contacted another shopping website who’s hacked by same hacker, asked him to search his IP in their logs and they found his PHP shell in log files which has been access with same IP.

Phone Hacking Timeline-Is Rupert Murdoch a Criminal

News of the World: UK Police Put Phone-Hacking Victims At Around 800

LONDON — The total number of people whose phones were hacked by journalists at the News of the World tabloid is around 800, British police said Saturday.

Scotland Yard said investigators have spoken with 2,037 people, of whom “in the region of 803 are victims” whose names appeared in notes seized from a private investigator working for Rupert Murdoch’s now-shuttered News of the World.

“We are confident that we have personally contacted all the people who have been hacked or who are likely to have been hacked,” it said.

Police had identified 5,795 potential phone-hacking victims in material collected from Glenn Mulcaire, the private investigator at the center of the scandal who was jailed in 2007.

Scotland Yard said Saturday that while there are still “a raft of people” it needs to speak to who were identified as potential targets, those individuals are unlikely to have been hacked.

What had for several years been a trickle of allegations by people who claimed to have been hacked by the News of the World – from celebrities like Sienna Miller and Jude Law to politicians including former Deputy Prime Minister John Prescott – exploded this summer with the revelation that the paper had hacked into the phone of a 13-year-old murder victim, Milly Dowler, in hopes of getting material for news stories.

Two top London police officers and several senior Murdoch executives resigned in the scandal, and the investigation into phone-hacking has seen more than a dozen News of the World journalists arrested, including former editor Andy Coulson, who resigned his post as Prime Minister David Cameron’s media chief as the scandal widened.

It also has prompted multiple investigations and an official inquiry into media ethics, which has heard from the Dowler family and celebrities such as Hugh Grant about the effects of media intrusion on their lives.

British tabloid News of the World began intercepting Dowler’s voicemail messages

Days after the disappearance of 13-year old Milly Dowler, British tabloid News of the World began intercepting Dowler’s voicemail messages. The paper deleted old messages to make room for new ones, leading some to speculate that she was alive. The Guardian reports: “The Dowler family then granted an exclusive interview to the News of the World in which they talked about their hope, quite unaware that it had been falsely kindled by the newspaper’s own intervention. Sally Dowler told the paper: ‘If Milly walked through the door, I don’t think we’d be able to speak. We’d just weep tears of joy and give her a great big hug.’”

April 2002:

Police first became aware that the paper was listening to Dowler’s messages after it reported that an employment agency had called Dowler about a job vacancy, but didn’t take action “partly because their main focus was to find the missing schoolgirl and partly because this was only one example of tabloid misbehaviour,” according to the Guardian.

November 2005:

A News of the World item about his knee injury lead Prince William to believe that his aides’ voicemail messages were being listened to by a third party. Three royal aides also noticed that new voicemails were showing up as old. Months later, the New York Times reported, News of the World editor Clive Goodman wrote a piece about Prince Harry’s visit to a strip club that quoted a voice mail message from his brother William word-for-word.

January 2007:

Goodman (right) and private investigator Glenn Mulcaire (left) received jail time for intercepting hundreds of voicemail messages meant for royal aides. The pair accessed the voice mailboxes of three aides 609 times, according to BBC News. An earlier search of Mulcaire’s home turned up “dozens of notebooks and two computers containing 2,978 complete or partial mobile phone numbers and 91 PIN codes; at least three names of other News of the World journalists; and 30 tape recordings made by Mulcaire,” reports the Times, but the pair were only charged for hacking the royal aides.

July 2009:

New allegations from the Guardian that NoW paid £1m to suppress evidence of phone hacking prompted Parliament to hold new hearings two years after News International exec Les Hinton (bottom left next to Murdoch) first testified that Goodman was the only person at NoW who knew about the hacking. At the new hearing, Coulson (top left) maintained that he was unaware of phone hacking during his time at NoW.

September 2010:

A New York Times piece alleged that phone hacking was pervasive at NoW and Coulson was aware of conversations about the practice, despite denying any knowledge about it. According to the Times: “‘Everyone knew,’ one longtime reporter said. ‘The office cat knew,’” and reporters “described a frantic, sometimes degrading atmosphere in which some reporters openly pursued hacking or other improper tactics to satisfy demanding editors.”

January 2011:

Coulson stepped down as communications chief, blaming media speculation that he knew about phone hacking during his tenure of NoW. News editor Ian Edmondson was fired after allegations of phone hacking, and new information prompted police to re-open the investigation on NoW.

April 2011:

The News of the World admitted its role in phone hacking in a public apology on its website and paper. Former editor Edmondson and reporters James Weatherup and Neville Thurlbeck were arrested on charges of intercepting voicemail messages.

June 2011:

Levi Bellfield was found guilty of murdering Milly Dowler, but a second charge that he had attempted to abduct another schoolgirl was abandoned after tabloid publicity made it impossible for the jury to reach a fair verdict. News of the World paid Sienna Miller £100,000 in damages after publishing 11 articles that used private information from her messages in 2005 and 2006, according to the Guardian.

July 2011:

Police notified Milly Dowler’s family that NoW intercepted and deleted the young woman’s voice mail messages, destroying possible evidence in the search for her killer. New evidence also shows that NoW targeted families of London’s 7/7 bombings.

July 8, 2011:

Andy Coulson, former communications chief to David Cameron and ex-editor of News of the World, was arrested in the investigation on phone hacking at NoW.

July 10, 2011:

The News of the World released its final issue after James Murdoch, head of parent company News Corp’s operations in Europe, made the decision to shutter the paper. The move was expected to “take some of the heat off immediate allegations about journalistic behavior and phone hacking.”

Multiple news outlets reported that the Sun and the Sunday Times, also owned by parent company News International, had been hacking the voice mail box and other records of former Prime Minister Gordon Brown for years. The Sunday Times allegedly posed as Brown to obtain his financial records, and the Sun allegedly received details about Brown’s son’s cystic fibrosis. The revelations mark the first time allegations have targeted News International’s other papers.

July 11, 2011:

News Corp referred its bid to take over satellite broadcaster BSkyB to the Competition Commission, which will delay the deal by at least six months as the company awaits regulatory clearance. British leaders have called for Murdoch to drop the bid, with Labor Party leader Ed Millibrand calling the deal “untenable” and Liberal Democrat Nick Clegg calling on News Corp to “do the decent and sensible thing.”

July 13, 2011:

Rupert Murdoch withdrew its $12 billion bid for BSkyB, the largest pay-TV broadcaster in Britain, after the British government withdrew its support the day before. The deal, which would have substantially increased Murdoch’s foothold in the British media, appeared like it would sail through until last week. News Corp, which began to seek full ownership of BSkyB in March 2011, will keep its 39% stake in the company.

July 14, 2011:

The FBI launched a probe into allegations that News Corp. attempted to hack the phones of September 11 victims after Representative Peter King and other members of Congress wrote to FBI Director Robert Mueller demanding an investigation. Murdoch also agreed give evidence before a parliamentary committee. He had previously said that he was not available to attend the hearing, but relented after receiving a personal summons delivered to him and his son by a deputy sergeant-at-arms.

July 15, 2011:

Les Hinton announced his resignation as Dow Jones CEO, and Rebekah Brooks stepped down as chief executive of News International. Brooks presided over the News of the World during the phone hacking of murder victim Milly Dowler, and is scheduled to appear before a parliamentary committee next week. Murdoch also met with Dowler’s family to apologize.

July 17, 2011:

Brooks was arrested in connection with the scandal, throwing her scheduled appearance before Parliament on Tuesday into serious doubt. In addition, Sir Paul Stephenson, the head of Scotland Yard, resigned his position, becoming the highest-profile public official yet to lose his job because of the scandal. (The Met has itself been plunged into crisis for its lax handling of the scandal and for the corrupt ties police officers developed to News International.)

July 18, 2011:

John Yates, assistant commissioner of the British Metropolitan Police, stepped down after the resignation of chief Paul Stephenson the previous night. The scandal has focused on British police for failing to investigate evidence of News of the World’s phone hacking activities and for accepting bribes for information from tabloid writers. Yates decided not to reopen the investigation two years ago, saying he did not believe there was new evidence to consider.

July 19, 2011:

Rupert Murdoch, son James and former News of the World editor Rebekah Brooks testified in front of a parliamentary committee. All three insisted that they were not aware of phone hacking activities at the tabloid. Rupert Murdoch also made clear that he would not resign. Someone attempted to pie Murdoch in the face with shaving cream.

July 21, 2011:

A former editor and a top lawyer for the News of the World accused Murdoch of lying in his testimony that he had no knowledge of phone hacking at the tabloid. The two recall showing him an email between private investigation Glenn Mulcaire and then-reporter Neville Thurlbeck with transcripts of hacked voice messages. Sun editor Matt Nixson was fired following allegations that he knew about phone hacking during his time at the News of the World. The investigation also threatened to spread to other newspapers that were named for using a private investigator to illegally obtain information.

July 28, 2011:

The Guardian reported that the News of the World hacked the phone of Sara Payne, the mother of an 8 year old girl who was abducted and killed by a pedophile. The 2000 murder had prompted Rebekah Brooks to launch a campaign for a sex offender’s law in Britain now known as “Sarah’s Law.” The phone that the tabloid hacked may have been one that Brooks personally gave to Payne in the aftermath of the tragedy, which Payne had praised as for helping her “stay in touch with my family, friends and support network.”

August 16, 2011:

Clive Goodman, a former News of the World reporter, has alleged that there was a massive coverup of phone hacking at the tabloid. He was arrested for phone hacking in 2007, and now claims that former editor Andy Coulson offered to let him keep his job in exchange for saying that he was the only person at the tabloid who hacked phones. The allegations are deeply damaging to Coulson and Rupert and James Murdoch, who have all maintained that they knew nothing about phone hacking.

August 18, 2011:

Glenn Mulcaire, the private investigator hired by the News of the World to intercept voicemails, sued News Corp. over the payment of his legal fees. The company had been paying his fees since 2007 when he was found guilty of hacking the phones of aides to the royal family, but recently terminated the arrangement after Rupert and James Murdoch’s testimonies in Parliament. Mulcaire himself is the target of dozens of civil lawsuits filed by suspected victims of phone hacking.

August 19, 2011:

Glenn Mulcaire has been ordered to release the names of people who ordered him to hack the phones of six public figures. He is due to make the disclosure by the end of next week, as part of actor Steve Coogan’s lawsuit against News Group. The revelations threaten to blow the defense presented by News of the World editors, who claim they knew nothing about phone hacking.

News breaks that the News of the World hacked even more of Milly Dowler’s voicemails than previously assumed.

James Murdoch testified on phone hacking in Parliament for a second time. We hear a lot of politician talk about helping the small businessman. Well Sunday 9/25/2011 @(4am)  about 500,000 (half a million) small business were hacked. gAtO’s site was hacked too, we are still waiting to hear-  about declaring InMotion and it’s hacked site into a disaster area.  gAtO say – we have not heard a word about some cyber political person flying around InMotion and touring the 500k websites that were hacked by Tiger-M@te and his crew(z).

Tiger Mate has been tied to the Google Bangladesh cyber attack, this is a real hacker not the wanna be like, Anonymous and LulzSec. One shot 500k website, that’s “The Biggest Hack in the World” that we know of. Could this hack be a practice run for something worst. Could it be an intelligence gathering, the raw data of all the sites could be a gold mind for spam. Did the hack page effect anyone with a trojan. This is a great way to deliver a virus. One Hosting service, to many content providers and to their readers. One to Many Distribution Attack- One hack and it could potentially deliver hundred of thousand of zombie computers to a BotMaster. There is some talk the attack also infected the http_Access file. So far it only infected blog’s not static sites. Is there any Politician out there.. HeLLo …

gAtO has not seen it, but were was the cyber Community Emergency Response Teams (CERT). This is the kind of government programs that are needed in the new age in Cyberspace. How can we create a cyber team to help situations like this attack.

After I took care of my own site, I started to look around for others that were infected to see if I could help and was lucky to run into 2 great sites. The  Urban Cowboy and Leo Blanchette’s clipartillustration.com these two cyber heroes took the fight to the streets and showed leadership. People helping people.

What to do when your site’s been hacked. Some of the lessons learned from the recent Tiger-M@te attack on inMotion are right in front of our face. For the average website/blog content creator, we all have our special thing we do. But as we saw the provider’s blog (InMotion) was down, they had to shut down, save everything for forensics, evaluate and find the hack, then a plan for a sanitize re-boot and disinfect the hacked sites. The attacker Tiger-M@te set his target on “wordpress”. Why?

It’s a favorite amongst bloggers, and it has a wide distribution installation base, to get the most bang from your buck (attack)…Who do we call when our sites are down. I’m not sure. I would like to see our government get in and help us small business with the problems we have in cyberspace. New jobs for the new world – cyber-Police?.

Muttering under my breath (to say I am short tempered when it comes to technology is to put it mildly), I cursed the dancing box. I believe I may have called it the devil, but it’s all a blur now. I clicked and clicked and it ran and played.

En-route to ASC today I suffered a hack attack by tiger-m@ate …I say I suffered the attack, in fact it seems to have been an attack on either google.co.uk or apple.com. There is some insistence that it can’t be the latter.

New to ASC I started a discussion at:  https://discussions.apple.com/thread/3345813?start=0&tstart=0

…advised that it belongs here instead, it not being an attack on ASC (unconfirmed).

It seems that several hundred servers were attacked today and most likely these were XSS-attacks. My initial research leads me to believe that these attacks are based on the exploitation of server-side vulnerabilities rather than malware on the client-side but I’m no expert.

I’ve always assumed that as much as I try to protect my network against hacking and my computers from physical theft, there will always be a risk. For this reason I ensure my data is well protected: I use 1Password for log-in security, Knox for encrypting my documents and data (whilst retaining portability) and Espionage for securing application data. Nevertheless, it concerns me that my system may have been compromised.

Please contribute if you’ve had a similar experience or can offer advice on the extent of the risk involved.

Your system was not compromised. This hackers seems like like to hack DNS servers and poorly secured web hosting providers. It is extremely rare for individual users to be hacked by an individual hacker. It has never happened to a Mac user. Nothing to worry about.

@etresoft  thanks for your response — it seemed to me when I revisted it, that the redirected page had no apparent functionality and appeared to be more of a calling-card …seemingly aimed at increasing the noteriety of tiger-m@te, than to launch any kind of malicious attack on the end-user.

Seeing a browser window shrink, dance around the screen like a sprite and then expand to reveal “hacked” across the screen was a little disconcerting ….and naturally ones immediate reaction is to quit, trash and cut the connection.

Thanks for your input, hopefully it will reassure others.

InMotion Hosting apologizes, says it “understands” method used by TiGER-M@TE

InMotion, in an email to users, said Sunday that the homepage defacement attack launched by the southeast Asian hacker TiGER-M@TE was not meant to do permanent or catestrophic damage to the hundreds of thousands of websites that were hit.

“We understand the method the attacker used to accomplished this and the main exploit path was through an internal management server that can control Cpanel on other servers. The management server was used to change passwords on the Cpanel servers then login with those passwords,” said Todd Robinson, president of the hosting company.

The defacement attacked worked by replacing index files in all public_html directories with the attacker’s own branded index.php. InMotion does not believe that any data was stolen or that any passwords were compromised.

“It does not appear that gaining passwords was a goal or was accomplished, just password changes were used. Access to the management server was gained from an exploited customer’s server that was within our network,” Robinson said. “Though our team moved quickly to disable the internal management server and limit the exposure of the servers to this attack when it began, it
was a very serious breach and could have been much worse if the hacker had intended to do more harm.”

This does fit the modus operandi of TiGER-M@TE, who often claims to hack for fun or just to prove that “it can be done.”

Blast Magazine’s network of websites were defaced during the attack on InMotion, as was the offical City of Providence website.

InMotion took responsibility for failing to prevent the damage. Some estimates have the attack hitting more than 500,000 websites, making it historic in its proportions if not in its level of damage.

“Please accept our apologies as we go through this process,” Robinson said. “We are very aware of our failure in this situation and we will provide more details when we have completed the work of recovery.”

Timeline -InMotion release 

At around 4am EST, our system administration team identified a website defacement attack affecting a large number of customers.  We are still investigating, but it appears that files named index.php have been defaced.

We are evaluating how this has occurred and our security team will have more information shortly.

While we review this issue, cPanel and SSH access has been disabled on various platforms.  For additional security, we are rotating passwods on a number of accounts.  We will honor requests for password resets as they are needed but are attempting to limit the inconvenience to our customers as we’re able.  FTP is still operational should you wish to access your files at this time and correct any issues you see yourself.  We will be working diligently to make cPanel access available again as soon as possible.

If there is a defacement on your account, please know that our Systems team is working to get your site back online.  If your index.php was modified, they will be restoring it from the most recent backup and no further action is necessary on your part.  At this time, we do not have a definitive timeframe for resolution, but we will update this page as we gather more information.

We do apologize for this issue, let us know as you have further questions, we’ll be glad to answer them as we’re able.  Please understand it will take our security team some time to review this issue before we can have a full explanation available.

11:45 AM EST Update

If you have a backup of your site, you may upload your index.php files to correct this. You may need to do this for each directory. If your site uses an index.html or index.htm, you will need to upload those files, then delete the index.php. You can find more help at How to restore a backup file.

It is possible our automated restore system will also be working on correcting the issue while you are. If you see this happen, just upload again.

If you do not have a backup of your site, it is best to wait until our automated system has completed its attempt at restoring. At this point, we feel that should solve a majority of the defaced sites.

We will be updating this page every hour, please check back here versus calling or chatting. Our team is currently working very hard and we are bringing in additional people, but the volume is greater than our Sunday staff is able to handle quickly at this time.

Systems has been successful in restoring a portion of the affect sites. They are refining their repair method now and should be able to begin deploying the update to additional sites shortly. Please bear with us for another 1 hour when we feel we will have more information to share.

Our system’s team is still working on the automated repairing. We have restored over 65% of the affected sites at this time and are continuing to do so via an automated process and with our technical support team.

For people who are fixing their sites themselves, we have a few additional suggestions. First, be sure to check all directories, the hacker targeted all directories within the public_html.

If you are not sure how to do this, once our system’s team has completed their automated restores of home pages and general review of the changes we have made, they will be running an additional cleanup process that will look in directories for the hacked files. If the hacked files are found, they will be saved to hacked_page in the same directory.

Second, we have additional advice if you do not have a backup on your computer of your index.html and you are now seeing a directory listing instead of your site when you visit your URL. This means our automated restore system could not find a suitable file to restore to your account. Please go here, Site Backup Restore Options, for a few options to deal with this.

Most users should not see defacement on their site. If you do, it may be cached in your browser. Please refresh your browser by restarting it or by pushing CTRL-F5 (usually works, restart is best though). If you still see defacement, please do contact us via support@webhostinghub.com immediately for priority handling.

If you are seeing an empty directory, our system has not been able to locate your index files yet. If you have a backup of your index files, please upload them via ftp now (index.php, index.html, index.htm, etc.)

For those who do not have the files or who are unable to upload, our team is working on an automated solution now. Please see this link, Site Backup Restore Options, for a solution that may work for you.

Currently, Cpanel is disabled on all platforms as we evaluate the situation and apply patches to the security problems that allowed this to occur.  We should be able to enable access later today after running our final checks.   FTP access is still available though.

Then you got the Prez Obama buying $3,958 at GoDaddy with 70 sites that containing Perry’s name and of course a few more for Romney. The fact of the matter even in the gubernatorial battle against Republican Kay Bailey Hutchison, in which Hutchison’s campaign website was juiced with the possible intent of spreading rumors about Perry being gay. Within the site’s juicing program were 2,200 hidden phrases, one of which was “rick perry gay”.

A web sites has two (2) codes one for the formatting of the visual aspect of the site the other the code for the search engine and that code you the user never sees. This is an Old SEO trick and it works, in politics it get’s nasty. Buying these sites and using them to throw out political messages are a form of a cyber weapons, a powerful weapon to control the words, idea and the message of the candidate.

So this is how Cyber War happens, you don’t have to hack a site or DDoS them, just put up a site and throw all the mud you want about someone. In today’s world a cyber reputation is just as important as a real live reputation. With a little downplay you can make your opponent suffer and spend time on rumors and innuendo while you look good and clean. You can even hide these sites so nobody can find your associated with the site. Today anyone can create a website and make some noise so corporations that want a little more lobbying can also put up dummy sites and do their thingy. The bad part is International Nations can mess with our politics more today then they ever could so we must be vigilant to outsiders controlling our affairs. I know the CIA has done this to other countries for the longest time but now we too must beware, it’s to damm easy to start a rumors online.

Well here’s to another profitable cyber war Godaddy is the big winner so far. Next the campaign will use the volunteers online using Facebook, Twitter and YouTube the other tools too spread mayhem into any political campaign. You will see them posting on sites to bring back links to the sites and the targets will be the media in each state, city and town. The media is so easy to control their 5 day 24 hour news cycle is controlled by the campaign already, the extra push from cyberspace planted stories can only help. The politicos need to control the message in politics and cyberspace is the place to do it via any stationary or mobile device. Controlling the message is what cyberspace is built for. In a cyber attack you can go passive and win the war with words and a little SEO (Search Engine Optimization) gAtO mAgIc.

In the last presidential election we saw the Internets rise to fame as a tool to get donations now they are adding the biggest Social Engineering Attack (SEA) to get and control the message. This is the same attics that competitions use covertly, you don’t want people to know that Pepsi has a dummy Coke.com site to make them look bad. In politics this is the norm for you to go ugly and send out false claims that the opponent has to fight to correct and then looses traction. Addressing a Global Problem

From WikiLeaks to the Chinese attacks on U.S. government information infrastructures, cyber attacks are becoming more prevalent and threatening every day. The most lucrative target of these attacks remains America, but the rest of the international community is not immune to hacking either: policymicIt is only a matter of time before we see a coordinated hacking attempt at Germany, France, or Britain.

The defense establishment in Washington has every right to concern itself with IT protection, but a better solution will incorporate U.S. security efforts in a supranational framework to minimize the impact of hacking attacks that have the potential to bring entire states to their knees.

What would such a supranational regime look like? At first, it will be a very formative regulatory design, based out of the existing precedents on hacking attacks: WikiLeaks, Anonymous, and attacks from China. The first steps are to produce a graded scale on the intensity of the attack and make it a criminal offense against the sovereignty of a state: Both state and non-state actors should be potentially responsible. If such an organization ever emerges, it is essential to open it to worldwide membership. The reliance on information technology is only going to intensify over the course of the century, and international cooperation would strengthen our network of defense.

The next step is to harmonize state laws to have common criteria on the definition of the crimes and the corresponding punishments. The administration of justice can be overseen by the International Court of Justice (ICJ) and courts on the national level may enforce the harmonized laws under its sanction.

The Fog of Cyberwar: What Are the Rules of Engagement?

Countries are beginning to develop cyberwarfare policies to protect their national interests, but defending oneself in the borderless Internet will prove problematic.

There is speculation among some politicians and pundits that the fog of war will soon extend to the Internet, if it has not done so already, given a recent report that the U.S. Department of Defense will introduce its first cyberwarfare doctrine this month, combined with similar announcements from the governments of Australia, China and the U.K. (not to mention Google’s ongoing cyber spat with China). Less clear, however, are the rules of engagement—such as what constitutes an act of cyberwar as opposed to the cyberattacks that take place on government computers every day and who, if anyone, should mediate such disputes.

Wars have traditionally been waged between nations or clearly defined groups that officially declare themselves in conflict. This has yet to happen openly on the Internet, although such accusations have been leveled against China, Russia and other nations, says Chris Bronk, an information technology policy research fellow at Rice University’s James A. Baker III Institute for Public Policy in Houston and a former U.S. State Department diplomat.

Cyberwarfare is more likely to reflect the wars fought against shadowy terrorist networks such as al-Qaeda as opposed to conflicts between uniformed national military forces. “One thing about war is that, historically, the lines have been drawn and there is an understanding of who the enemy is,” says David M. Nicol, director of the Information Trust Institute at the University of Illinois at Urbana-Champaign. “When a cyberattack occurs against a sovereign state, who do you declare war on?”

The Defense Department is expected to clarify at least some of these gray areas when it releases its cyberwarfare doctrine, the Wall Street Journal reported last month. This would not be the Pentagon’s first foray into managing cyberwar. The U.S. Strategic Command’s U.S. Cyber Command (USCYBERCOM) division has been operational since October and is designed to centralize the administration of cyberspace operations, organize existing cyber resources and synchronize defense of U.S. military networks. What is missing is a clear set of publicly declared rules under which USCYBERCOM will operate, Bronk says, adding, “We can’t say there is a cyber command and then not have rules of the road like you do for other areas of military conduct.”

Other countries seem to be following suit. The U.K. is developing a cyberweapons program that will give ministers an attacking capability to help counter growing threats to national security from cyberspace, the Guardian reported last month. Australia is also on record as saying it will create the country’s first national cybersecurity strategy to confront the growing threat posed by electronic espionage, theft and state-sponsored cyberattack, the Sydney Morning Herald recently reported. Not to be left out, China has also set up a specialized online “Blue Army” unit that it claims will protect the People’s Liberation Army from outside attacks, according to News Track India.

The inability of governments, or any other cybersecurity experts for that matter, to pinpoint the origin of cyberattacks is problematic and boils down to an intelligence problem, Nicol says. “Right now, with the infrastructure that we have it’s very difficult using purely technological means to trace the source of some kind of attack,” he adds. “You can’t just look at the connection between one computer and another because cyberattackers use multiple levels of cutout servers that make it difficult to determine where data is being sent. These computers that do the cutoffs are in foreign countries so there’s little recourse in terms of requesting log files from those computers.”

This lack of clarity is troubling. “We’re nowhere near where our policy makers believe we are or want us to think we are,” says Anup Ghosh, a research professor and chief scientist at George Mason University’s Center for Secure Information Systems in Fairfax, Va. “Internet Protocol (IP) was never designed with strong attribution properties. There’s no connection between an IP address and an individual.”

In cyberspace, it is easy to masquerade as someone else. “As naked as we are insecurity, so is China,” says Ghosh, also co-founder and CEO of cybersecurity technology maker Invincea. “Their security might even be worse than ours, which is pretty sad. It wouldn’t be hard to use China as a jumping-off point if you’re in organized crime or another nation state looking to cause some saber rattling between China and the U.S.”

Much of the U.S.’s current tension with China comes from Google’s claims that recent hacker attempts to steal Gmail user passwords appeared to have originated from China. “Google is a very secure company, so when they are attacked we should stand up and take notice,” says O. Sami Saydjari, a former Pentagon cyber expert who now runs a consultancy called Cyber Defense Agency. At the national level, however, “clearly you want to be able to attribute an attack with a degree of certainty before you respond with military action,” he adds.

Internet agencies such as the Internet Corporation for Assigned Names and Numbers(ICANN) might be a reasonable place to start when trying to improve cybersecurity and avoid international cyberconflicts, but essentially this is a problem requiring input from the U.S. State Department and international policy makers and perhaps even something along the lines of an Internet Geneva Convention, Saydjari says. “One option is to make countries [that are] unwilling to trace the source of cyberattacks coming from within their borders accountable for the results of those attacks,” he adds. “We also need more think tanks in this space such [as] we had during the cold war, where analysts discussed the consequences of nuclear weapons and mutually assured destruction.”

If the U.S. chooses to enter a new war with another country within the next decade, there will be cyberweapons deployed under the guidance of cyberdoctrine to scramble communications and otherwise disrupt the enemy, Bronk says. “I would assume that the cyberattacks that we would consider as acts of warfare would be clandestine in nature, with Stuxnet being an example of how this might happen,” he adds, referring to the highly sophisticated Microsoft Windows computer worm that made headlines last year when it attacked targets in Iran, leading to speculation that it was developed by the U.S. or Israel.

The threat of cyberwar “is like any great security problem; the key is not to either overreact or underreact but [to] have a calibrated response based on the knowledge we hold,” Bronk says. “The problem is our knowledge is very, very limited. This is the infancy of this issue.”

Application vulnerabilities chief among federal cybersecurity concerns

Application vulnerabilities top cybersecurity concerns among federal C-level officials, says a nonscientific survey released May 9 from security certification non-profit firm ISC(2).2011 Global Information Security

The survey, conducted online earlier this year by Frost & Sullivan, received 145 responses from federal C-level executives, says a report containing the survey results.
